I think the service 'central-ledger:" above runs all the handlers. What is the reason for adding the batch position handler here?

The batch handler is not ran when CL is ran in all handlers mode. Pretty counter intuitive but I vaguely recall that being a active decision.

Here the CL uses all './**/handler.js' files but the batch handlers are placed in their own handlerBatch.js file.
