Include product download links in VMR's readme

Once the product artifacts become available (e.g SDK, runtimes, etc) for the Microsoft build of .NET, they should be made available via the VMR's readme. In essence a build table should be added to the VMR similar to what is currently available in the SDK.

Note: the table doesn't necessarily need to be added directly to the Readme. The SDK pattern could be used.
