Summary

Arrow links in Promo / Event card do not have text (and are a duplicate link next to the title).

Steps to reproduce

Observe a promo card or event card either in a list or by itself.

Observed outcome

Using tab; both the title and the arrow can be focused upon. The arrow does not have text, and points to the same place as the title.

Expected outcome

Only the title needs to be focused upon.
