- Updates externals to match [CESM beta05
tag](https://github.com/ESCOMP/CESM/releases/tag/cesm3_0_beta05)
- Add CUPiD external
- Adds additional git-fleximod workflow test
- Small fix to test_driver.sh to agree with new externals

- add new CUPiD submodule
