v1.39.1, "hello from back from Marrakech"

This is a faily major release, including lots of MariaDB support fixes
and a few months worth of patches.

- GTID support for MariaDB
- Improved JSON column handling for MariaDB
- add `--pubsub_message_ordering_key`, thanks Billy Braga
- add `--pubsub_emulator`, thanks Billy Braga
- add `--ignore_missing_schema` for otherwise untenable schema situations.
- handle TABLESPACE related DDL
