snarkjs universal trusted setup deserializer for gnark groth16 bn254 trusted setup. Extracts the powers of tau from the .ptau file (before performing Lagrange interpolation) and then serializes it into the .ph1 format which gnark can use for the phase 2 of its mpcsetup trusted setup ceremony.
