We have an environment fact on our hosts, and when puppet facts is used as-is, the existence of that fact causes once-over problems. In my case, the symptom was:
error during compilation: Could not find a directory environment named 'production' anywhere in the path: /Users/chuneycutt/repos/puppet-modules/.onceover/etc/puppetlabs/code/environments. Does the directory exist?
where production was the value of the environment fact on the host. Removing that fact from the fastest got it going.
