The only thing this leaves put are React and React-Dom 19 packages, given RS is on 18 and going to leave that in place for now |

This is a precursor to TDW, that if we are going to do a large site style regression swarm we may as well be on the latest versions rather than "almost the latest"
Given the regressions may as well stub this out as DS 4
