Config is not loaded when driver package is symlinked to vendor from other place

Package placed inside <root>/packages/swiftotter/driver. Composer.json has:

    "repositories": [
        {
            "type": "path",
            "url": "packages/*/*",
            "symlink": true
        }

Config placed in <root>/config cannot be found.
