Introduce local run mark #15912

Added mark local_run for tests which pass locally but fail on CI for some reason
Replaced mark skip by skipif with condition to skip if it runs on CI
I also wanted to add it to send/send_nft tests/ens, but they are failing also locally - here we need to wait environment for transactions
