gasPrice is arbitrarily set by the user. Still true after EIP-1559 for ‘legacy’ transactions - just that the protocol sets a minimum gasPrice below which transactions can’t be included. Pre-1559 it was up to miners to set a minimum gas price they’d accept (and they often included their own tx for 0 gas price).
With 1559 transactions using the new format, you specify the gasPrice in two parts I believe - a maximum gasPrice you’re prepared to burn as the baseFee, plus a fixed inclusionFeePerGas you pay the miner.
