This update requires go 1.23 to due the new x/crypto release. We had previously chosen to continue supporting go 1.22 but now that go 1.24 is released, go 1.22 is no longer supported. I recommend we pin to go 1.23 instead of rejecting another dep update.

@codysoyland We may also need to jump to 1.24 at some point soon to leverage go tool to managing tool dependencies. I know we're doing that in protobuf-specs now.
