FBCs v4.16 and v4.17

Changes:

1. Removing old CI file timestamp
2. Fixing all Apache 2 Licenses in this repo
3. Adding v4.16 FBC
4. Adding v4.17 FBC
5. Linting all graph.yaml files

NOTE: It looks like there is a mistake in the dockerfiles using base image: registry.redhat.io/openshift4/ose-operator-registry-rhel9:v4.15 however there are no more recent tags.

Once this gets merged I can make the Konflux apps, but they need the devfile merged first so that it can detect build runtime.
