New normalization for dist-info and wheel names #395

According to new rules in https://packaging.python.org/specifications/binary-distribution-format/#escaping-and-unicode

Specifically the ones introduced in pypa/packaging.python.org#844

Supersedes #388

Fixes #383, fixes #383, fixes #394

great! thanks for the fast response! See scverse/scanpy#1702 (comment) for a confirmation that this fixes both the “pip downgrades stuff” issue and the “pip doesn’t accept flit-built wheels when the version has a local specifier” issue.
