mainly it's going to take a rebuilding of the login system, which used AuthenticatedSystem for rails 2.3.x. I guess we port to Authlogic for consistency with plots2

A coworker upgraded some project from ruby 1.9.3 to ruby 2 whilst keeping
the same rails version. I'll see if I can find that commit history. That
might be easier to start than upgrading raids which code require a lot of
code retooling
