VEIL_DISABLE_REDACTION only disables redactions is it's set to a "truthy" value(1, on, true). This was undocumented, and could cause confusion amongst the users.

Small changes making the variable case insensitive, adding "true" as a true value and documenting which values are considered "truthy"
