Adjust tick0 for weekly time periods #5180

Moving 'tick0' to be on Sunday (or Monday depending on an ISO weekly tickformat) when dtick is a round number of weeks.

Very nice. Can we include a test of this? A Jasmine test should suffice, covering both the Sunday and the Monday cases.
