Move the
Samplerinterface to the SDK and also rename it toShouldSample. I also tried to update the documentation when necessary by replacing things like "OpenTelemetry API defines aSamplerinterface ..." with "OpenTelemetry SDK defines aShouldSampleinterface ...". I think I got all the relevant ones, but please check. Thank you.Closes #160.
