Background Sync Continuously Triggers Notification Sound After First Login

Description:
When a new user logs in and selects "Yes" to enable notifications, then chooses "Fast Sync", the background sync process constantly triggers notification sounds after completion. This results in an annoying experience for the user.

Steps to Reproduce:.
When prompted, accept "Yes" to enable notifications while logining.
Choose the "Fast Sync" option.
After completion, notice that the background sync keeps triggering notification sounds repeatedly.

Expected Behavior:
The background sync should only notify the user once, or at appropriate intervals, instead of constantly making notification sounds.
Notifications should be optimized to avoid unnecessary disturbances.

Actual Behavior:
The notification sound keeps playing repeatedly even after sync is completed.
This results in frustration for the user, as there is no way to stop the repeated notifications.
