This PR improves how ARES is packaged, and moves toward the ultimate goal of getting it on PyPI. One of the main overhauls is how remote datasets are handled. In addition, there are a lot of (mostly small) changes to formatting and removal of support for python2-isms. This is still a work in progress, but I wanted to open a PR to increase visibility and figure out what still needs work.
