CCMSPUI-458 Reimplemented case search using EBS API #355

As part of a wider piece of work to deprecate the SOA API, the case search within the PUI UI has been reimplemented to use the EBS API instead of the SOA API.

Still need to update build.gradle with newer EBS API version once EBS API PR has been merged:
ministryofjustice/laa-ccms-data-api#133
