✨ Self-hosted github runner for the catalogue team to connect to CP RDS

Describe the feature request.

Please make Find MoJ data a github runner we can use in a pod in CP K8s.

We in Find MoJ data have a use case to start ingesting HMPPS app data from CP postgres into the catalogue's Datahub instance via GH actions in the data-catalogue repo.

Normally this might be achieved by a port-forwarding pod in CP but Jacob has said you have a setup to run GH actions self-hosted from within CP, which should allow the database connectivity we need.

Networking information

We are setting up connections to some dev RDS instances, with the namespaces in CP of:

• Calculate release dates
• Remand and sentencing
• Manage offences
