The major finding from the investigation is this bug: microsoft/TypeScript#14636

This effects any workspace that many folders. Adding an exclude or include to the jsconfig.json or tsconfig.json fixes this in my testing, but we really need a fix on the TS side. No logs or errors are generated in these cases

For other cases, #22915 should make investigation easier as well

Closing out this investigation work item. Will continue following up on the individual performance issues
