Regression in ngspice is unrelated to meson:
D:\buildtrees\ngspice\x86-windows-dbg\222eaa0cd6-aa1869c402.clean\src\xspice\evt\evtiter.c(298,1): fatal error C1090: PDB API call failed, error code '23': (0x00000005) [D:\buildtrees\ngspice\x86-windows-dbg\222eaa0cd6-aa1869c402.clean\visualc\sharedspice.vcxproj]
Seems like mspdbsrv crashed. https://developercommunity.visualstudio.com/content/problem/48897/c1090-pdb-api-call-failed-error-code-23.html
