run the py38 tests on old, but still supported ubuntu 20.04. run the py312 tests on new ubuntu 24.04 (gh runner still "beta"). only run tests on the given python version. not: on any other python being present (e.g. the system's default python)
- one line of output per test - giving reason for skipped tests, if any
