Issue: Anchors for the BG of the Horn Icon should be changed to CENTER

When resizing the icon (unlocking the UI and using the scroll), the textures become displaced. Changing both anchors from TOPLEFT to CENTER resolves the issue.

I added a commit to adjust the anchors and it will be rolled out with the next update
