- Parallel.For под капотом передаёт все задачи в тредпул. А значит число потоков получится меньше требуемого
- Исполнение Parallel.For закончится тогда, когда выполнятся все запущенные им задачи. Получается, сначала отработают все писатели, а уже потом все читатели
