Add CPPFLAGS_EXTERNAL to CPPFLAGS, just like with CFLAGS_EXTERNAL and CFLAGS in order to be able to pass additional flags required for distribution building. Signed-off-by: Johannes Thumshirn <jthumshirn@suse.de>

Add CPPFLAGS_EXTERNAL to CPPFLAGS, just like with CFLAGS_EXTERNAL and CFLAGS
in order to be able to pass additional flags required for distribution
