multiprotocol: Bump flasher so the addon starts #3392

Unfortunately, the universal-silabs-flasher package pinned in the old release of the addon was fragile: the gpiod package dependency was upgraded to an incompatible version. When the container was regenerated, the dependency downgrade did not produce a functional system.

The latest version of the flasher pins the dependency so that this does not happen.

I've confirmed the fix locally on my Yellow. The new version of the flasher builds and runs fine, flashing the expected firmware version as intended.

Sorry to necropost, but there is exactly the same issue in the "Silicon Labs Flasher" addon and the only relevant item returned by a search is this ticket.
Could it be that the same fix need to be applied there?
