Description

Adds the changelog entries for the new minor release.

TODO only if you're a HashiCorp employee

  • [N/A] Labels: If this PR is the CE portion of an ENT change, and that ENT change is
    getting backported to N-2, use the new style backport/ent/x.x.x+ent labels
    instead of the old style backport/x.x.x labels.
  • [N/A] Labels: If this PR is a CE only change, it can only be backported to N, so use
    the normal backport/x.x.x label (there should be only 1).
  • [N/A] ENT Breakage: If this PR either 1) removes a public function OR 2) changes the signature
    of a public function, even if that change is in a CE file, double check that
    applying the patch for this PR to the ENT repo and running tests doesn't
    break any tests. Sometimes ENT only tests rely on public functions in CE
    files.
  • [N/A] Jira: If this change has an associated Jira, it's referenced either
    in the PR description, commit message, or branch name.
  • [N/A] RFC: If this change has an associated RFC, please link it in the description.
  • [N/A] ENT PR: If this change has an associated ENT PR, please link it in the

@digivava @tomcf-hcp is everything completed for these releases?

I seem to not be able to access source code for 1.15.13, unless that's intentional. The git tags seem to stop at 1.15.9.

@xnox HashiCorp is no longer releasing binaries for N-1 and N-2 versions in the community edition, only the latest N release (in this case, the 1.17.x versions).

Building from source off the release/1.15.x branch is an option if needed of course, but otherwise community edition users will need to stay on the most up-to-date release branch if they want an official binary. Sorry for any inconvenience caused by this policy!

Currently NewTestDockerCluster had no means for setting any
environment variables. This makes it tricky to create test
for functionality that require thems, like having to set
AWS environment variables.

DockerClusterOptions now exposes an option to pass extra
enviroment variables to the containers, which are appended
to the existing ones.
