Tech debt: Use terraform-plugin-framework default value capability

Description

v1.2.0 of Terraform Plugin Framework introduced the capability of specifying attribute default values in schema. This PR replaces our own, pre-Framework v1.2, default value functionality with the equivalent from terraform-plugin-framework.
