lintly can't find any diff violations in Windows

Git diffs are always using slashes, while Windows uses backslashes, and there is no code in lintly to handle that.
Even if the user tries to replace the backslashes themselves ang give slashes as input to lintly, lintly will revert it back to backslashes in BaseLintParser._normalize_path.
