What this PR does / why we need it:
The yarn version we use as the default is 3 patch versions out of date. The latest of which fixes some transitive dependency hoisting issue. This PR bumps the default yarn version to latest.
@briangann - this should solve the issue you ran into with yarn 1 and incompatibilities with the jackspeak npm package for new scaffolds. Not sure how to approach updates just yet.
