Originally the update fraction was modified to increase sensitivity. We don't wish to do so.
In upstream Ethereum mainnet the update fraction is modified to accommodate the new max/target ratio. But in Gnosis it remains 2/1 so the change is not necessary https://eips.ethereum.org/EIPS/eip-7691#update-fraction
