Add a e2e test using chopsticks to test the runtime upgrade.
NOTE As LAOS is now listed in chopsticks and our previous LAOS config file for chopsticks was just used to override the wasm, that file has been deleted as we do the runtime upgrade in the first test. So we now use the LAOS config provided by chopsticks
