Notify android channel when nightly build completes

A notification to the android channel when the sanity_test.yml workflow fails or succeeds is useful.

Eventually this will hook into a hookshot bot when that's available, so runs can be re-triggered in the opposite direction as well, but for now simply inform the channel that the build has completed.
