chore: update image versions to v2.2.1-rc.3 in compatibility e2e test

Description

This pull request includes a small change to the .github/workflows/compatibility-e2e-v2.yml file. The change updates the image-tag for both the manager and scheduler modules from v2.2.1-rc.2 to v2.2.1-rc.3.
