Currently, with addition of #27203 (and #28026)
the deno lint subcommand doesn't apply incremental caching if plugins are used.

Discussed with @dsherret and we decided to are gonna address this past, v2.2 release
as adding a reliable caching for local plugins requires walking the whole module graph
and becomes quite complex very fast.
