deno check and the LSP don't warn about ignored compilerOptions

deno run, deno test, and deno compile do warn, but deno check and the LSP do not.

Repro:

  "compilerOptions": {
    "noEmit": true,
  }
}

// main.ts (empty)

❯ deno run main.ts

    noEmit
❯ deno check main.ts
