Chore: add reminder to edit i18n_locales_test.rb when ta.yml / sw.yml…

… files are fixed

Why?

* Because the test has a special condition which skips ta.yml and
sw.yml. Once the required keys are added to the .yml files, we would
not want to skip those tests!
