[package_config] Remove support for .packages files.

3.0.0 version of package package_config without .packages support.

Simplifies (in a breaking way) the API which no longer needs to support two files.

Since this is breaking anyway, add final to classes,
and make comparison operators on LanguageVersion instance methods.

Add tool to query package configuration for a file or directory: bin/package_config_of.dart.

As usual this will be hard to test without updating package:test to a version dependency of >=2.1.0 <3.1.0 or similar.
(The "Breaking change" is not as breaking because I left in deprecated forwarders for the methods to remove, but they should be removed ASAP.)
