Despite using Docker containers to be able to build and test on Ubuntu 18.04, the GitHub actions themselves in the workflow now depend on the presence on Node20 in the container, which we cannot (easily) have in Ubuntu 18.04.
The situation really makes it difficult to keep supporting Ubuntu 18.04, but let's try anyway.
