Including jetId criteria for UL16

• Including the jetId criteria for UL16 campaigns as described in this twiki.
• A backport to CMSSW_10_6_X will follow right after for nanoAODv9

PR validation:

• I run the usual runTheMatrix tests and all passed succesfully.

• Parameterizations added for UL 2016 (RUN2UL16CHS, RUN2UL16PUPPI)
• Changes in nanoAOD outputs are minimal, not visible in the automatic tests outputs, but only in some sample with larger statistics, see Including jetId criteria for UL16  #33826 (comment)
• Jenkins tests pass
