  • Restart dogus that have a changed config
  • Restart all dogus if the global config has changed

Add Dogu restart Use Case; #59
38e0864 
After the config has been applied, this use case determines
which Dogus need a restart and triggeres it.
If the global config changes, all Dogus need a restart.
If Dogu-specific config changes, only these Dogus need a restart.
If no config has changed, no Dogu restarts will be triggered.
