Upgrade certificate-transparency-go from v1.1.8 to v1.3.1 #1408

The version of certificate-transparency-go we are using references a certificate that is about to expire. Moving to the latest version of the package

Certificate:

        Serial Number: 1 (0x1)
        Signature Algorithm: sha1WithRSAEncryption
        Issuer: C=US, O=Apple Computer, Inc., OU=Apple Computer Certificate Authority, CN=Apple Root Certificate Authority

            Not Before: Feb 10 00:18:14 2005 GMT
            Not After : Feb 10 00:18:14 2025 GMT
        Subject: C=US, O=Apple Computer, Inc., OU=Apple Computer Certificate Authority, CN=Apple Root Certificate Authority

@nickysemenza Could you take a look? It seems like some tests are expected to fail due to #1237. Also the linter is failing
