Remove usage of codeowner-checker from project and pulled in required classes

Description of Changes

• Remove references to codeowner-checker as project is read-only and pulled in dependencies

NOTE: Because the code pulled in under lib/codeowners was from another project, ignore the review of these and refactoring is not part of this code review but rather to just pull in the files as is for usage.
