all images look corrupted, switching gpu does not help.

Duplicate of #191. Disable hardware acceleration to fix the problem. (You only need to disable gpu compositing, but there's no option for that in the UI.)

Edit: Well I guess #191 is a duplicate of this since it was posted later. I'd recommend closing this and leaving 191 open, however, as the latter contains more information.

This CL prepares Lacros Policy observers on StarttIfNeeded and
ResumeLaunch explicitly instead of on profile created.

This is a quick fix for the ARC boot bug.
