HOLD: Upgrading to latest aXe would require a breaking change. Will upgrade in version 2.x of Builder.

Once upgraded, remove the todo comment:

    // TODO: this should be re-enabled when we upgrade to axe-core ^3.1.1 (https://github.com/dequelabs/axe-core/issues/961)

from src/app/public/a11y/a11y-analyzer.ts and mark aria-allowed-attr as enabled in the same file.
