…reserve tag order Smithy now preserves the user-specified order of tags in the generated OpenAPI spec, meaning the underscore tag workaround is no longer required.

smithy-lang/smithy#1604 was included in the
1.28.0release, so Smithy now preserves the user-specified order of tags in the generated OpenAPI spec, meaning the underscore tag workaround is no longer required.
