Overview
maxPendingRequests configuration for HTTP connection pool setting is a required parameter in preview version AWS App Mesh. Moving forward, in the GA version, this will be marked as optional. This issues tracks the changes on App Mesh controller to make maxPendingRequests optional

Proposed changes
Make maxPendingRequests requests in HTTP connection pools for virtual node and virtual gateway
